The Triennial event for ACSS Elections and Policy Changes
Per a memo from CalHR, retirement contribution rates will increase effective July 1, 2014, for certain state employees pursuant to the Public Employees' Reform Act of 2013 and CalPERS law. Click here to learn more about the required employee retirement contribution increases for excluded, exempt, and represented employees by retirement category.
Departmental personnel offices are not required to take any action. The State Controller's office (SCO) will process a mass update to capture employee retirement contribution changes.
Charlotte Hoar (ACSS Organizer) will be visiting the California Health Care Facility in Stockton on Monday, June 23rd.
She will be in the CHCF Visiting Center (at 7707 Austin Rd, Stockton) with six 45 minute sessions starting at 10:30 a.m. with a new session beginning on the half hour of every hour. The last session will end at 4:15 p.m. At each session you will learn more about ACSS, your rights as an excluded employee and hear about the issues ACSS is working on that matter to you.

On June 12, ACSS Executive Director Rocco Paternoster met with Richard Gillihan, Acting Director of CalHR to discuss compaction and other issues facing ACSS members.
Paternoster was appreciative that Gillihan spoke honestly and frankly during the productive meeting regarding the state budget process, employee compensation issues, and especially compaction, showcasing Gillihan's depth of knowledge and expertise on the subject. Compaction and SB216 were discussed at length. In addition, Paternoster was able to provide CalHR with with specific information on multiple state supervisory classifications which make significantly less or incrementally more than the classifications they supervise.
While Acting Director Gillihan could not commit to resolving compaction he did acknowledge that it was an issue in state service and committed to continuing to work with ACSS on labor issues.
Charlotte Hoar (ACSS Organizer) will be visiting the Franchise Tax Board Central Office on Thursday, June 19th!
She will be in the Gray Whale room (at 9645 Butterfield Way, Sacramento) from 11:30am to 1:30pm and will chat about what ACSS can do for you, your career and ACSS' influence to assist in fixing the ongoing salary compaction problem.

Does your department provide 80 hours of supervisory training that is required by Government Code Section 19995.4? CalHR is reaching out to build a repository of training classes offered by departments across the state to streamline the process of developing training content. Your department's information will help CalHR to build and update the materials offered through the State Training Center. CalHR wants to know:

In the June 3rd Primary Election, ACSS-endorsed candidates had a tremendous day! Here are some of the notable achievements:
ACSS applauds the results and accomplishments of our candidates and stands by their side as the head into the November run-off. Great work!
Per a memo from CalHR, the Department of Finance will begin auditing departments to verify that they are in compliance with Government Code 12439, which states that:
"Under Government Code section 12439(a) 'any state position that is vacant for six consecutive monthly pay periods shall be abolished by the Controller.'"
The memo contains a list of resources for personnel and budget chiefs to review with their staff to ensure compliance.
The California Public Employees' Retirement System (CalPERS) is hosting another Benefits Education Event to help members plan for a more financially secure future.
The event will be held in Visalia on May 30 and 31.
