Despite the implementation of Governor Newsom’s Executive Order setting a default minimum of four in-person days per week, ACSS’ advocacy efforts supporting sensible telework for excluded employees continue. 

On August 3, 2026, ACSS-sponsored Assembly Bill 1729 (Lee) was heard in the Senate Appropriations Committee. AB 1729 reiterates legislative support for telework and recognizes the cost-effective and efficient delivery of public services. The proposed legislation would require state agencies to evaluate their telework programs and provide detailed justifications if the agency requires employees to report to a workplace. The savings and cost benefits of state telework programs would be displayed on a re-established Department of General Services “telework dashboard.”

The Senate Appropriations Committee passed AB 1729 and moved it to the committee suspense file where it will be heard on August 13, 2026.  ACSS’ legislative advocates are working to have the bill proceed to the Senate for a floor vote which would be held prior to the end of August. 

ACSS met with CalHR on July 22, 2026 and reiterated opposition to the four-day in office mandate, citing the missed cost-savings that could be achieved without compromising services to the public.  ACSS will continue efforts to support flexible and sensible telework with this Administration and the next Governor.
