ACSS President Frank Ruffino Appointed to Deputy Treasurer for Fiona Ma

On January 7, 2019, California State Treasurer Fiona Ma appointed ACSS President Frank Ruffino as Deputy Treasurer of Pension and Benefits for the State Treasurer’s Office. He accepted the position and was sworn in during Fiona Ma’s inauguration ceremony as the 34th Treasurer of the State of California. Ma has been a supporter of ACSS for many years and understands the issues facing California State managers and supervisors and other excluded employees. In return, ACSS has endorsed Ma in her campaigns and we congratulate her in her new position as State Treasurer. Ruffino and Ma have continued to build a strong professional relationship and ACSS views Ruffino’s new position as a positive step.

ACSS Executive Director Rocco Paternoster comments, “Frank’s hard work, service and dedication to ACSS including holding multiple leadership positions, has been invaluable to the members. ACSS members have enjoyed many wins over the years of Frank’s service and wish to congratulate Frank on this amazing honor and achievement he is receiving in this new appointment.”

Ruffino said, “I am humbled, honored, grateful and proud that an ACSS member has been given this special opportunity by the Treasurer to serve the State of California.”

At the next ACSS Board Meeting on January 19th, 2019, an election for the vacancies created by the departure of the Executive Vice President and President will be held among the current Board of Directors members.

Dual Endorsement: ACSS Endorses Newsom and Chiang for CA Governor

For the first time in ACSS history, gubernatorial candidates were interviewed in person by our ACSS Executive Committee at ACSS Headquarters. The Executive Committee asked each candidate key questions and listened to each one’s responses on how they would benefit ACSS members. After the meetings, ACSS chose to dually endorse both Gavin Newsom and John Chiang in their races for Governor of California. Both Newsom and Chiang promise to protect the defined benefit pensions of state employees, address salary compaction, and seek input of state supervisors and managers on how to solve these complex problems.

Another Successful ACSS Lobby Day!

On March 21, 2018, ACSS members marched into the Capitol and met with legislators to discuss important issues affecting managers, supervisors and confidential state employees. Lobby Day was a resounding success with 54 members in attendance. Thanks to the dedicated members who attended, our presence at the Capitol was visible and our voices were clearly heard! For 18 consecutive years, ACSS members have participated in Lobby Day to deliver the ACSS message in person to Assemblymembers and Senators.

ACSS Lobby Day 2018 is coming soon!

At Lobby Day, the goal is to unite ACSS members with legislators to educate them and get their support on the issues that affect the careers of excluded employees. This is what ACSS is all about! When ACSS members come together with their fellow excluded employees, their voices are heard loud and clear at the Capitol. ACSS fights to protect the rights and compensation for all state supervisors, managers and confidential employees. Together, we are making a difference!

This year, we are hand-selecting a talented and dedicated group of long-time activists to represent ACSS at the Capitol for Lobby Day. Their fine-tuned message will deliver a powerful punch to Legislators and our message will be heard clearly.

ACSS met with the Newly Formed California Department of Tax and Fee Administration (CDTFA)

On September 15th, 2017, ACSS President Frank Ruffino and ACSS Assistant Director of Representation Nellie Lynn met with Director Nicolas Maduros from the newly formed California Department of Tax and Fee Administration (CDTFA). Ruffino said the meeting was positive and was pleased to start building a relationship with Maduros and this new department.

Director Maduros commented, “It's a rare opportunity to stand up a newly-restructured government department. We're focused on creating a 21st century tax agency that's a model for the nation. Additionally, we're committed to making CDTFA one of the best places to work in state government. Neither of those goals can be realized without the dedication, experience and wisdom of our supervisors. I'm looking forward to working with the entire team, including our many supervisors in ACSS, to build a CDTFA of which we can all be proud."

ACSS is committed to working cooperatively with the Administration and CDFTA through this transition period and beyond. We are also addressing the concerns faced by excluded employees remaining with BOE and those transitioning to CDFTA.

After the meeting, Ruffino mentioned, “The director is committed to working with us. He is new to California, but not new to government operations. It is fantastic that he agreed to meet with ACSS promptly. The meeting was productive and we look forward to working with Director Maduros and the Administration.”
