Lobby Day 2019 Was a Huge Success!

On March 6th, 2019, ACSS members marched into the Capitol and met with legislators to discuss important issues affecting managers, supervisors and confidential state employees. Lobby Day was a resounding success with 44 members in attendance. Thanks to the dedicated members who attended, our presence at the Capitol was visible and our voices were clearly heard! For 19 consecutive years, ACSS members have participated in Lobby Day to deliver the ACSS message in person to Assemblymembers and Senators.

This year, we continued to lobby for the resolution of salary compaction. Salary compaction continues to harm California state government operations and ACSS is committed to fixing unaddressed compaction problems by encouraging legislative support for this issue. Also, we asked for support of Assembly Bill 271 (Pay Equity for All State Employees, written by Jim Cooper, AD 09). AB 271 will ensure that California state employees are paid equally and appropriately for performing substantially similar work functions. And lastly, ACSS continues to protect pensions for excluded employees. We are dedicated to the sustainability of CalPERS, but we urged lawmakers to oppose legislative efforts that encourage the state to abandon pension promises or replace defined benefits with alternative savings plans that do not provide retirement security to public servants. Lawmakers listened to our message and acknowledged our concerns.

ACSS thanks the attendees who helped make ACSS Lobby Day 2019 a huge success. Over the years, ACSS has worked hard and progressed to make our presence known, and is now a well-recognized association that lawmakers pay attention to, thanks in part to the efforts of members who attend Lobby Day.

ACSS met with the Newly Formed California Department of Tax and Fee Administration (CDTFA)

On September 15th, 2017, ACSS President Frank Ruffino and ACSS Assistant Director of Representation Nellie Lynn met with Director Nicolas Maduros from the newly formed California Department of Tax and Fee Administration (CDTFA). Ruffino said the meeting was positive and was pleased to start building a relationship with Maduros and this new department.

Director Maduros commented, “It's a rare opportunity to stand up a newly-restructured government department. We're focused on creating a 21st century tax agency that's a model for the nation. Additionally, we're committed to making CDTFA one of the best places to work in state government. Neither of those goals can be realized without the dedication, experience and wisdom of our supervisors. I'm looking forward to working with the entire team, including our many supervisors in ACSS, to build a CDTFA of which we can all be proud."

ACSS is committed to working cooperatively with the Administration and CDFTA through this transition period and beyond. We are also addressing the concerns faced by excluded employees remaining with BOE and those transitioning to CDFTA.

After the meeting, Ruffino mentioned, “The director is committed to working with us. He is new to California, but not new to government operations. It is fantastic that he agreed to meet with ACSS promptly. The meeting was productive and we look forward to working with Director Maduros and the Administration.”

State Treasurer Chiang Attends Sacramento ACSS Chapters 502 and 503 Member Appreciation Party

California State Treasurer and 2018 Gubernatorial Candidate John Chiang attended and spoke at the Chapter 502 and 503 Member Appreciation Meeting and Dinner in Sacramento on December 2nd 2017.

Chapter 503 President, James Teahan, was ecstatic to have Chiang attend. “John Chiang was fully engaged with ACSS members, gave a terrific speech, and truly provided his support for ACSS. We were so happy to have him as this was the first time a State Officer attended our Membership Appreciation Event,” Teahan noted.

Chapter 502 President, Lieutenant Coopwood, found Chiang very approachable and personable. Coopwood enjoyed listening to the State Treasurer’s anecdotes about family, his background, and history with Governor Schwarzenegger. Coopwood commented that Chiang’s speech “showed how he is willing to fight for the rights of ACSS members and not just go along with the status quo.”

In addition, ACSS Vice President Elnora Fretwell said, “Chiang’s personal stories really connected with the crowd.”

Overall, the presence of Chiang at the Member Appreciation party was extremely well received by ACSS officers, members and their guests. ACSS thanks State Treasurer Chiang for spending time with us and supporting us in our efforts.

ACSS Holds Board Meeting in Sacramento, Swears in New Chapter Officers

ACSS President Frank Ruffino swears in Elena Yuasa (Chapter 513 President, on left) and Dionne Faulk (Chapter 511 Secretary-Treasurer, middle) to their new positions as ACSS Chapter Officers.

On July 23, 2016, ACSS held a Board Meeting in Sacramento. The Board moved motions to appoint a select number of Chapter Officers in some ACSS Chapters where there were vacancies. The new officers present at the meeting were sworn into office.

In other business conducted at the meeting, the Political Action Committee (PAC) reviewed the results of the 2016 California Primary Election, held in June, and also recommended the Board approve additional candidates for endorsement. The Board approved the motion and ACSS now additionally endorses the following Legislative candidates:

  • AD 04 – Cecelia Aguiar-Curry (D)
  • AD 39 – Raul Bocanegra (D)
  • AD 48 – Blanca Rubio (D)
  • AD 66 – Al Muratsuchi (D)
  • SD 03 – Bill Dodd (D)
  • SD 07 – Steve Glazer (D)
  • SD 09 – Nancy Skinner (D)
  • SD 27 – Henry Stern (D)

The PAC Committee also presented information on a few propositions that will be appearing on the 2016 November ballot. Of these, ACSS discussed at length Prop 55 (The School Funding and Budget Stability Act of 2016). Prop 55 is a Prop 30 renewal that proposes to extend the tax increases for wealthy taxpayers and allocates those funds to public schools where school boards decide how the revenues are to be spent.

The next ACSS Board meeting is scheduled for September 30 – October 1, 2016.

ACSS President Frank Ruffino Attends Chapter 504 Meeting in Fairfield

On September 1, 2015, ACSS President Frank Ruffino attended Chapter 504’s meeting in Fairfield. Board Member Shirley Castaneda said she was honored by Ruffino’s presence and grateful for his dedication to ACSS. The members were pleased to meet him and were inspired by his thoughts regarding the current issues on pensions, health care reform and other matters.
