CalPERS Urges Prefunding of Retiree Healthcare

CalPERS has joined State Controller John Chiang in supporting prefunded healthcare plans for California retirees to supplement future health care needs. Chiang, who is also a member of the CalPERS Board of Administration, issued a press release on 12/16/14 noting a $71.8 billion unfunded retiree healthcare liability for California.

Prefunding retiree healthcare is a fiscally prudent move to help close the unfunded liability gap in health care for the State’s retirees. CalPERS optional California Employers' Retiree Benefit Trust (CERBT) Fund is helping employers at all levels take a proactive step to ensure the long-term sustainability and security of health benefits for their retirees.

The fund has 439 participating employers, including the State of California, which contributes for (three) employee bargaining units that took the proactive step of agreeing to prefund health coverage for their members. The CERBT fund is currently valued at more than $4 billion and is currently the largest Other Post-Employment Benefits fund in the California.

It's Flu Season! CalHR Gives Us Prevention Tips for the Workplace

CalHR released memorandum PML-2014-045 on the prevention and management of illness in the workplace. CalHR recommends the following guidelines for departments to use for absences that may occur due to the influenza (flu) season. It should be noted that while the symptoms are similar, the flu is disticntly different than the Ebola virus.  For more information on the Ebola virus, please review PML 2014-039.

The memo offers managers and supervisors a few important considerations:

  • If employees are showing signs of flu symptoms, employers should encourage employees to stay home or go home.
  • Review the provisions of leave usage in the appropriate bargaining agreements.
  • Check CalHR's Leave Benefits webpage for guidance on the usage of the above leaves.
  • To minimize the impact on operations, consider tele-working or flextime.

Based on recommendations from the California Department of Public Health and the CDD&P, the memo contains links to more information on flu season guidance specifically for Supervisors and Managers.

The California Public Employees' Retirement System (CalPERS) is hosting Benefits Education Events to help members plan for a more financially secure future.

The fairs begin in Sacramento on May 9 and 10, continue in Visalia on May 30 and 31, and conclude in Ontario on June 6 and 7.

ACSS leader re-elected president of Nursing Board

ACSS Vice President of Membership Development Todd D'Braunstein has been re-elected to a third consecutive term as president of the Board of Vocational Nursing and Psychiatric Technicians, on which he has served since 2010.

D'Braunstein has worked in multiple positions at Patton State Hospital since 2009, including program assistant and unit supervisor. D'Braunstein also held various positions - including unit supervisor, psychiatric technician instructor and senior psychiatric technician - at Patton from 1997 to 2005.

He was a crisis team member at Tri-City Mental Health Center from 1995 to 1996 and a psychiatric technician at Lanterman Developmental Center from 1993 to 1995.

D'Braunstein has been an ACSS member since 2005.

CCHCS surveying all medical care staff

California Correctional Health Care Services (CCHCS) has announced that they will be conducting a "Patient Safety Culture Survey" of all medical care staff, including mental health and dental care.

Per CCHCS, the survey should run through March 7, 2014.

Reed's pension attack cleared for signature gathering

California Attorney General Kamala Harris has officially cleared San Jose Mayor Chuck Reed's pension attack ballot initiative for signature gathering.

To qualify for a public vote, Reed's proposed Consitution-altering intiative needs 807,615 signatures by the June 5th deadline.

Are you impacted by CDPH's new outside employment policy?

Your ACSS received notice that the California Department of Public Health has implemented a new policy re: Incompatible Outside Employment and Activities.

Per the notice "outside employment is defined as any services performed by an employee on his or her own time, during other than normal working hours, for which he or she may receive any form of compensation that exceeds $420 per year."

You can help fix SRN scheduling

In order to address several pressing issues reported by our members, your ACSS has implemented quarterly meetings with California Correctional Health Care Service (CCHCS). 

The first meeting will most likely be set for the second or third week of September and will primarily address issues with Supervising Registered Nurse (SRN) scheduling, including:

  • SRN not being able to get days off
  • Issues with vacation time due to poor scheduling
  • Preferential treatment in shift assignments
  • Having to cover additional shifts
