Additional Updates for Salary and Pay Adjustments for Excluded Employees

BU02 Retirement Contribution

On September 30, 2016, CalHR released PML-025 in regards to Retirement Contribution Increases for Excluded Employees Affiliated with Bargaining Unit 2.

Effective with the October pay period, the following retirement contribution rates apply:

  • Miscellaneous and Industrial members who pay social security tax will see an increase from 8 percent to 9 percent.
  • Miscellaneous and Industrial members who do not pay social security tax will see an increase from 9 percent to 10 percent.

Pay increases and adjustments - BU07

On October 5, 2016, Cal HR released Pay Letter 16-18 regarding pay increases for excluded employees associated with Bargaining Unit 7 (Protective Services and Public Safety):

  • M07, S07 and U07 – 3% General Salary Increase (GSI) effective July 1, 2016. All classes designated M07, S07 and supervisory ranges in U07 shall be increased by 3%.
  • Special Salary Adjustment –
        o Effective July 1, 2016 Chief (Fire and Rescue Services) shall receive a 0.54% SSA prior to 3% GSI.
        o Effective July 1, 2016 Senior Coordinator – Law Enforcement OES shall receive a 14.01% SSA prior to 3% GSI.
        o Effective July 1, 2016 Supervising Investigator, ABC shall receive a 5.3% SSA prior to 3% GSI.
        o Effective July 1, 2016 Senior Coordinator (Fire and Rescue Services) shall receive a 5.11% SSA prior to 3% GSI.
        o Effective July 1, 2016 Supervising Investigator Alcoholic Beverage Control shall receive a 5.3% SSA prior to 3% GSI.
        o Effective July 1, 2016 Food and Drug Regional Administrator shall receive a 2.16% SSA in addition to 3% GSI.
  • Pay Differentials (PD) –
        o Education Incentive PD 244 increase in monthly education incentive pay from $50 to $75 for AA and AS; increase in monthly education incentive pay from $100 to $125 for BA or BS
        o Longevity PD245 – 1% increase at each step.
        o Physical Fitness Incentive Pay shall be included in regular base pay for all M07 and S07 classes designated peace officer/firefighter effective October 1, 2016. This means all employees    designated M07 and S07 peace officer/fire fighter shall receive a $65 SSA and PD 109 will be abolished.

Some of the rank and file special salary increases are not passed on to the excluded employees associated with BU07 in this pay letter. ACSS is requesting clarification from CalHR on this issue. ACSS will continue to advocate for additional special salary adjustments for excluded employees associated with BU07 as more information is available we will pass that on.


Prefunding Implementation M06 and S06

On October 6, 2016, CalHR released PML-027 in regards to Other Post Employment Benefits (OPEB) Prefunding Implementation.

OPEB Prefunding will be implemented effective September 1, 2016. The amount of employee and matching employer contributions will be the following percentages of totally pensionable compensation for each pay period beginning:

  • September 1, 2016: 1.3% (first contribution taken from October 2016 Pay Warrant)
  • July 1, 2017: 1.3% increase, for a total of 2.6%
  • July 1, 2018: 1.4% increase, for a total of 4.0%

ACSS will continue to follow up and advocate for additional special salary adjustments on behalf of excluded employees related to all other bargaining units across the state.
