Primary Election Results - ACSS Endorsed Candidates Advance to November Election

“ACSS had another great election day with all but two ACSS-Endorsed candidates advancing to the November election under California’s unique ‘top-two’ primary system.

An ACSS-endorsed candidate advanced in 97 of 98 races, including Democrat Gavin Newsom who finished first in the Governor’s race and will face a Republican in November. ACSS was 5 out of 5 in contested campaigns for open legislative seats.”

Dual Endorsement: ACSS Endorses Newsom and Chiang for CA Governor

For the first time in ACSS history, gubernatorial candidates were interviewed in person by our ACSS Executive Committee at ACSS Headquarters. The Executive Committee asked each candidate key questions and listened to each one’s responses on how they would benefit ACSS members. After the meetings, ACSS chose to dually endorse both Gavin Newsom and John Chiang in their races for Governor of California. Both Newsom and Chiang promise to protect the defined benefit pensions of state employees, address salary compaction, and seek input of state supervisors and managers on how to solve these complex problems.

Notable points from the Governor’s State Budget Report 2017-2018

On January 10, 2017, Governor Brown released his proposed 2017-2018 State Budget. Once again Brown emphasized “budget prudence” by reiterating “deficits are always much larger in magnitude than surpluses.” Brown continues to discourage spending money on programs that improve the lives of Californians and restoring programs that were once cut.

In the big picture, the Governor’s budget proposes $122.5 billion in General Fund expenditures, a slight reduction from the 2016-2017 budget. It also assumes an increase of $5.2 billion in General Fund revenues compared to last year. Over the course of the next three fiscal years, the 2017-18 budget assumes a $1.6 billion deficit in the next budget year and $1 to $2 billion deficits in future years, if left unaddressed. In addition, the Administration socked away another $1 billion into the Proposition 2 rainy day fund to pad the nearly $8 billion balance and prepare for future deficits.

Notable Points From The Governor's State Budget Report 2016-2017


On Thursday 1/8/16, Governor Brown released his proposed 2016-2017 State Budget. Brown claims that the budget still remains “precariously balanced” for the long term. Brown stated, “While timing is uncertain, the next recession is getting closer, and the state must begin to plan for it.”

Here are the proposals that affect ACSS and ACSS members:

State Employee Compensation

The Budget includes $220 million ($27 million General Fund) in 2016-17 for employee compensation and health care costs for active state employees. Included in these costs are collectively bargained salary increases for many of the state’s rank and file employees represented by bargaining unit 9 (engineers), which the Administration is extending to state managers and supervisors related to these employees. In Inaugural Speech, Governor Brown Proposes Pension Pre-funding

As has been much reported, the Governor will propose that state employees begin pre-funding of state retiree healthcare in his budget to be released on Friday at 10 a.m. In his inaugural State of the State speech on January 5, 2015, he makes only a vague reference to the issue. The Governor mentions in his speech, “For the next effort, I intend to ask our state employees to help start pre-funding our retiree health obligations which are rising rapidly.” More details will be available on Friday, but we are told the issue will be subject to collective bargaining. Unfortunately this puts supervisors in a difficult position and potentially affects supervisors by having more money taken from paychecks to fund pensions. ACSS will be intervening on this process on behalf of its members.

BREAKING NEWS: Governor Brown Vetoes SB 216

In a letter to members of the California State Senate, Governor Brown returned SB 216 without his signature. Brown agrees that salary compaction is a serious issue that hurts managerial-level employees and must be dealt with, but he chose not to sign this bill because he believes that SB 216 is not the best method to resolve the problem of compaction at this time. In his veto letter, he states that he understands that the intent of this bill is to ensure that the salaries for managerial employees are higher than the employees they supervise. His administration has made progress on this issue within the past 12 months and will continue to meet with ACSS to discuss compaction issues.

ACSS has worked hard for over 15 years on the issue to resolve compaction. We have discussed compaction with several California governors and their administrations. These dialogs have bore little fruit as various administrations have consistently placed other interest and other state employees before supervisors and managers. While the Brown Administration has addressed one or two instances of compaction these efforts are too few and far between.

ACSS is pleased to see the Governor’s statement that his administration will continue to discuss compaction issues with us. However ACSS and state excluded employees do not want or deserve another 15 years of circular discussion and inaction.

Our next meeting with CalHR is on October 6th, 2014. ACSS continues to commit to resolving the issue of salary compaction faced by its members and, as always, will continue to inform you on progress with these efforts.

SB 216 Heads to the Governor

BREAKING NEWS on SB 216!

ACSS is pleased to report that SB 216 (Compaction - Public employment: salary ranges) was taken up by the Senate and passed with clear bi-partisan support on a 35-0 vote today, the 29th of August, 2014. The Senate approved the amendments to the bill made by the Appropriations Committee a few weeks ago. Last week the Assembly also unanimously voted in favor of the bill. SB 216 now heads to the desk of the Governor, where we eagerly await to hear the fate of this much-anticipated bill to end the issue of salary compaction.

For years, ACSS has been a staunch supporter of Governor Brown and his programs. We now urge the Governor to stand behind the managers, supervisors, and members of ACSS that are so valuable to the State of California, and sign SB 216. Governor Brown has until September 30, 2014 to take action on the bill. ACSS is committed to finally resolving the issue of salary compaction faced by its members. As always, we will update you as these efforts continue.
