The May Revise state budget proposes expenditures with a balanced budget and substantial reserves over the next two fiscal years. For ACSS members’ salary and benefit interests, there are no significant changes from the Governor’s January proposal.
The good news is that the proposed budget does not contain significant cuts to any programs.
The May Revise state budget proposes expenditures of $321.9 billion ($226.4 billion general fund) although, the revised state budget proposal now reflects a projected deficit of $11.9 billion for the upcoming fiscal year.
The Governor’s budget projects an estimated surplus of $363 million.

On January 10, 2024, Governor Gavin Newsom released his proposed 2024-2025 State Budget that will fund state government for the 12-month period starting July 1, 2024.

ACSS met with the Department of Human Resources (CalHR) on August 11, 2022 to discuss pay and benefits for the state’s supervisory, managerial, confidential and exempt employees.
